Salary: Grade 13 ($68,136.20-$99,315.15)

Summary:
The Ponca Economic Development Corporation (PEDCO) is a tribal non-profit corporation responsible for providing economic development activities for The Ponca Tribe of Nebraska. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.
The PEDCO Director will possess solid leadership and management skills, a collaborative spirit, and an enthusiasm for community development. The Director is responsible for directing and managing program and administrative operations for PEDCO as required to carry out its mission. In collaboration with the Board of Directors, the Director will participate fully in the planning, development, and implementation of various economic development programs for the Ponca Tribe. Duties include performing office and field activities as needed to accomplish organizational objectives, analyzing program requirements, and developing new programs for effective implementation. The Director supervises personnel including the managers of grant-funded programs. This position reports directly to the CEO.

Essential Responsibilities and Duties:

  • Development and implementation of community development programs such as business-related technical assistance, financial services, career center, and workforce development.
  • Development and implementation of short- and long-range strategic plans to ensure program sustainability.
  • Identifying and implementing financing tools and incentives for business and community.
  • Identifying and assisting with business development.
  • Collaborating with other Ponca Tribe of Nebraska entities.
  • Performing economic research and analyzing economic data.
  • Overseeing public outreach relations and marketing.
  • Development of private and public partnerships.
  • Fundraising and securing ongoing funding for all programs.
  • Promoting/producing a productive and professional work environment.
  • Managing company operations including the establishment of exceptional business, economic, and community development practices.
  • Monthly reporting to PEDCO Board and quarterly reporting to Tribal Council.
  • Collaborating on grant funding applications, managing grant-funded programs, and assisting with grant reports.
  • Managing budgets, financials, and funding for programs.
  • Attendance at public and tribal events.


    Working Environment and Physical Demands:
    This position is in a professional office environment. This role routinely uses standard office equipment such as computers, phones, printers, scanners, and photocopiers.

    Qualifications:
    Minimum:

  • Bachelor's Degree from an accredited college or university with major course work in economic and community development or a closely related field such as Business Administration, Finance, Marketing, Economics, Public Administration, Planning, or Pre-law.
  • At least five years of experience in economic and community development with two years in senior management.
  • Ability to conduct research and analyze data including US Census Data and other governmental economic data.
  • Minimum two years' experience with grants and grant writing.
  • Experience collaborating and leveraging resources with community stakeholders; local, state, and federal agencies; non-profits and other organizations.
  • Demonstrated experience in providing vision, leading and managing teams and business operations while delivering concrete and measurable results.
  • Management of organization's finances, including budgeting, forecasting, and reporting to Board of Directors. Ability to advocate for the organization and effectively communicate via written and oral communication. Ability to plan, work, and make day-to-day decisions.
  • Knowledge and ability to provide leadership and supervision for employees.
  • Must have a valid driver's license and be insurable.
  • Must pass a drug screen test and background check.
  • Proficient in Microsoft Office Suite.
  • Able and willing to travel.


    Preferred:

  • Master's Degree in a related field.
  • Demonstrated ability to write and secure grants.
  • Experience working with governmental agencies, non-profits, and Board of Directors.
  • Minimum of one-year experience working with Native Americans or Native American organizations and understanding of Public Law 93-638: Indian Self-Determination Act.


    Preference will be given to Ponca Tribe of Nebraska members or members of another federally recognized tribe. However, all qualified individuals are eligible.
